As more governments follow the lead of the EU and implement mandatory emissions reporting and trading schemes, the skills of external (third party) verifiers will become more and more necessary to deliver the high levels of assurance required to provide comfort to regulators as well as buyers and sellers of emissions credits.


This workshop provides the knowledge and skills necessary for verification of GHG emissions for EU ETS, CDM, JI and other emerging mandatory accounting, reporting and trading schemes. Dependent upon the focus of the course, the programme is completed and evaluated by either a written examination related to a specific scheme or a more general assessed project.


Audience

Delegates do not require any prior knowledge of non-financial data accounting and management to attend this workshop. However, they will be expected to have knowledge and experience associated with climate change in general and broader auditing skills, such as for Quality or Environmental Management Systems auditing.

Course Objectives

The objective of this course is to ensure that all Verifiers undertaking work to verify Emissions Reports for the purposes of the EU ETS have the required knowledge, understanding and skills to enable them to conduct robust, high level assurance, verification exercises that manage all relevant risks and liabilities. The key learning objectives include the ability to -

Awareness :
Describe the EU ETS trading and compliance mechanisms including the role of verifiers and the registry and demonstrate an understanding of the importance of third party verifiers in protecting the environmental and financial integrity of the EU ETS
Describe EU ETS National Allocation Plans (NAP) and relevant guidance and supporting criteria
Describe the implications of relevant ISO and other standards referred to in the Monitoring & Reporting (M&R) Decision (18/7/07) (known as MRG2-2007), as updated to include additional sectors etc.

Knowledge :

  • Describe the purpose of EU ETS Directive, the Linking Directive and the M&R decision and requirements
  • Describe the quality assurance and quality control requirements in the M&R decision and what to expect from installations as part of their compliance with M&R decision, permit and M&R Plans
  • Explain the interrelationships between the EU ETS Directive; M&R Decision and verification
  • Explain the means of complying with the requirements of the EU ETS directive and the M&R Decision including preparation and implementation of a monitoring plan and changes in monitoring plans
  • Explain how to come to a verification conclusion and describe the content and consequences of an (un)qualified verification statement

Skills :
 

  • Assess compliance with the requirements of the EU ETS Directive, the M&R decision; National Enabling Legislation and related guidance; Permits and M&R plans
  • Validate reported data and information on the basis of checking and testing of source data generation, data accounting, data assurance and information management systems/process

Peter Barden MA MSc MBA FIEMA C.Env

Senior Consultant

Based in the UK and working internationally, Peter is a Principal with Future Perfect Ltd providing advisory, assurance and training services in relation to Sustainable Development. His responsibilities include client relationship management, generation and development of projects with clients in both the public and private sector, and the design and delivery of training courses. Qualified as a Chartered Environmentalist and Principal Environmental Auditor, Peter has been working in the field of environmental sustainability for over 25 years, having originally trained as a agricultural scientist and forester.

Mark Miller

Senior Consultant

Having left KPMG in 2003 Mark became a founding Director of Future Perfect, a sustainability advisory business. The business is now a leading provider of verification services for Kyoto based schemes and  full integrated management systems, based upon Information Governance principles.

Other Info

The course teaching starts at 10.30am on the first day (Registration is from 10.00) and at 8.30am on other days; we aim to complete by 5.30pm each day; however the course is intensive and may continue for longer depending upon the level of questions etc raised by delegates. The course includes some overnight “homework”. During the course of the Workshop exercises, access to a good quality calculator and a lap top loaded with Excel may be required. You will also need a hard copy of the following documents – Commission Decision 18/vii/2007 – establishing guidelines for the monitoring and reporting of greenhouse gas emissions pursuant to Directive 2003/87/EC (MRG2-2007). Commission Decision of 16 April 2009 amending Decision 2007/589/EC as regards the inclusion of monitoring and reporting guidelines for emissions and tonne-kilometre data from aviation activities The exam is “open book” but only the above hard copies will be allowed during the exam. Please ensure you take with you a calculator.
